
Financing Locally-Led Climate Resilience Actions in Meru County
Financing Locally-Led Climate Action (FLLoCA) programme is a conditional grant by the National Government to Counties through the National Treasury financed by World Bank and other Multi-lateral Partners (Netherlands, Sweden, KFW-GIZ among others). It’s a two grants in one encompassing; i) CCIS - Climate Change Institutional Support; ii) CCRI - Climate Change Resilience Investment
CCIS aimed to support the County to meet the; a)MACs - Minimum Access Conditions (Include development of enabling laws and policies, establishment and equipping of County Climate Change Unit- CCU, establishment of Climate Change Fund and capacity building of staff); and b)MPCs - Minimum performance Conditions (Timely reporting and utilization of CCRI grant for the intended purposes).
CCRI aims to support communities’ investment in locally-identified actions to assist them cope with the effects of changing climate and the associated risks and hazards. It is funded by the World bank & Partners and the County Government Contribution (Meru County allocates 2.5% of the total Development budget). The focus is on funding climate-smart agriculture, enhancing access to quality water, environmental conservation and climate-proofing of rural infrastructure as well as disaster risk reduction.

FLLoCA Benefits
- Involve of the local communities in planning, implementation and monitoring of climate actions/projects
- Specific/ring-fenced financing of climate action through the Meru County Climate Change Fund
- Financing of 60 climate resilience investment projects in 2024/25 financial year targeting access to water, climate-smart agriculture, environmental protection and climate-proofing of rural infrastructure damage/threatened by climate risks.
- Development of requisite legal and institutional framework, policies and plans to place climate action at the centre of development in the county
- Establishment of a well-resource unit in the county to manage climate actions
- Emphasis on involvement of the Marginalized Groups (women, youth and PWDs) who are more adversely affected by climate change.
